Empower all to educate oneself on relevant topics until one is well versed enough to voice one's vision, goals and plan.
Take notes and inspiration from what global organizations have done and try to incorporate and localize their successful methodologies.
Identify like-minded people with similar passions to work with. Having multiple perspectives and minds will generate refined plans and ideas.
